State Clinical Director

Willowglen Academy-IL is a comprehensive Behavioral Health company that works with individuals who have intellectual and developmental disabilities and/or severe and persistent mental illness. Willowglen Academy- IL programs are evidence based and operate from an integrated dual disorder treatment model to adequately address the wholeness of the individuals that we serve.  The State Clinical Director is responsible for the clinical operations of all programs within the state using evidence based practices to address the wholeness of the individuals that we serve. The State Clinical Director implements and oversees an overall clinical vision and direction to clinical staff and provides general oversight for clinical operations consistent with licensing requirements, legal and ethical best practices, and business regulations. This position provides both clinical and personnel supervision of the clinical staff.

QUALIFICATION REQUIREMENTS: The State Clinical Director must:

I) Be a licensed, Master’s degree level professional in a Human Service or related field with appropriate credentials and/ or licensing with Licensed Practitioner of the Healing Arts credential, e.g. LCSW, LCPC, etc.;
II) Meet all licensing requirements set forth by the respective state of operation;
III) Possess a valid, regular (non-probationary) state driver’s license if the employee will be driving agency vehicles and the minimum vehicle insurance coverage detailed in PCS Transportation Policy if the employee will be driving their personal vehicle for on-the-job purposes;
IV) Be capable of performing physical safety interventions involving individuals when needed; and
V) Possess patience, excellent communication and computer skills.

EXPERIENCE REQUIREMENTS: The State Clinical Director must:

I) Possess a minimum of five (5) years’ experience with individuals with IDD and Mental Illness;
II) Possess a minimum of three (3) years clinical supervisory experience with individuals with IDD and Mental Illness;
III) Demonstrate leadership ability: the ability to integrate the vision of the organization with all supportive services and personnel;
IV) Demonstrate leadership in maintaining high standards of professional behavior for self and staff;
V) Demonstrate excellent organizational, problem solving, creative and independent thinking skills;
VI) Demonstrate cultural competency and a commitment to diversity management; and
VII) Strong knowledge base of code of ethics.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

I) Employee Orientation & Training: The State Clinical Director will complete all required trainings identified in the state’s specific training curriculum according to licensing regulations and position-specific requirements. Must successfully complete all components of the New Hire Orientation (NHO), On-the-Job Training (OJT), Ongoing Continuing Education (CE) and Professional Development within the state specific required time limit.

II) Clinical/Operational: The State Clinical Director will:
a) Supervise and oversee all aspect of the clinical department following the company’s mission demonstrated by setting departmental goals and objectives. Evaluate existing contract compliance, monitoring and reporting to ensure clinical goals are being met;
b) Project, develop and monitor revenue and expense budget for contracted and fee for service programs;
c) Develop, plan, and implement strategies to manage program growth. Review and recommend changes in program services to meet individual service needs within underserved populations;
d) Develop and maintain professional relationships with outside agencies, referring sources and parents/guardians;
e) Manage hiring, supervision, evaluation, scheduling, promotion, and corrective action to all staff within the department;
f) Provide regular individual clinical supervision to licensed and non-licensed clinical staff;
g) Provide in-service and ongoing training to staff within the company;
h) Manage and approve all individual treatment plans in accordance with clinical contract requirements.
i) Provide individual and group counseling in accordance with the treatment plan as needed;
j) Provide crisis support to clinical staff and individuals served as needed;
k) Manage
l) Provide oversight of program quality assurance functions for the clinical department to ensure that individuals need, agency standards and clinical contract requirements are met;
m) Oversees documentation by clinical staff and performs audits of clinical charts to ensure adherence to State and contract requirements;
n) Develop and implement clinical improvement processes in accordance with state contract and accreditation; and
o) Complete additional duties as assigned.
